the poke Flute is a special channel for the radio on your gear.To get it you must have defeated misty and gotten that item out of her gym.Second you must take that Item to the (NOT THE RADIO TOWER) one electricity place and give it to the guy inside. THEN go back to the radio tower and talk to the guy inside.He'll give you the poke'flute. Oh,and this all goes down in the ghost like city(i think its violet city?)
