As you mentioned the Temple of the Ocean King I am going to assume that you are referring to The Legend of Zelda: Phantom Hourglass in which case the "ghost soldiers" would be Phantoms. You cannot actually defeat them until quite late in the game when you get the phantom sword by gathering the three metals and with some help from Zauz the blacksmith in the NW sea and Oshus, a.k.a. granpa or the Ocean King or Moby Dick, but if you are about halfway done you can stun them with an arrow to their weak spot at the small of their back with your bow (I think).

Once you pick it up sail to Molida Island. You should've discovered the secret caves underneath the island when you got the shovel, but just in case dig in front of one of the trees. I forget which one. Explore down the tunnels and you'll come to a door with a sun symbol on it. Touch the door with your Stylus and the key will be used to open it.
