I just changed the oil in my 2001 Hyundai Tiburon today. I know it's not the same year as yours, but I put 4 quarts in mine. I checked the stick under the hood and it showed that it was about full.
According to the 3 different Hyundai dealerships there is not a turn signal relay on a 2003 tiburon. But it is actually located inside the BCM, if you can trust your self with opening the bcm you can change it yourself. Also if you call the dealer they will tell you that the only solution is to replace the BCM but they are full of it, they say that because it a new unit cost $1100+!
if the transmission fluid level is full, than more than likely you have an internal failure in the transmission. this unfortunately is a common problem with hyundais.
Next to the firewall on the transmission the speedometer cable enters the transmission. There is a bolt that will let you remove the speedo cable. This is were you fill the transmission. Fill until it is copletly full.

Transmission fluid will show full when it is cold, but low when it is hot if it is low on fluid. Transmission fluid has to be checked when the car is warm.
