You would need to breed Manaphy and Ditto in the Daycare, then Phione's Egg will be available to obtain from the Daycare Man. Phione cannot be in caught in Pokemon Diamond and Pearl.
Shiny Pokemon can be anywhere, it is just very rare.

In Pokemon Diamond, the Pokemon called Phione is only obtainable by breeding the Pokemon called Manaphy. Manaphy must be obtained in another game, Pokemon Ranger, and then transferred into Pokemon Diamond.
