So you dont have to pay for them: Go to lumbridge. Then go to the swamp. Keep going along the river until you get to a house with an NPC in it (the NPC that gives the ghostspeak amulet). Inside, there are leather gloves on the table. He doesnt care about 'em.

North of the Barbairian village west of varrock, there is a rift with 2 cockroack drones running around it, there is a building with a cellar door next to the rift, if you enter the cellar there will be some goblins jailed up, talk to to the man at the end of the corrodoor and he will tell you to read all the doors, do so and he will allow you to go upsairs and if you talk the the teacher he will give you a test on player safety, complete it with a resonable amount of marks he will give you an emote and 2 exp lamps, now go back into the cellar and there will be a jail room with an open door and no one inside, investigate the poster on the wall, and there will be a tunnel behind it go through and you will end up in a room full of theifs, they may be aggresive but they are weak, run allong the whole length of the balcony until you come accros a opening with lv 86 cockroach soldiers in side, they are not aggresive so don't worry if you are not a high level, look around the area until you find a jail door, neer it there will be a stair case, go up and then there will be a room with a lever inside, go inside and pull the lever, then go back to the cell door that is now unlocked, go inside and look around until you find a chest, open the chest and inside there will be 10k and some safety gloves, sorry there is no such thing as fighting gloves but these gloves have the same theme as the fighting boots, and look prety cool.

To get leather you can kill cows, get the hides, and tan them in a tanning shop, or you can buy leather on the GE for about 150 gp. I would recommend killing cows as it is an ok way to level up and its fairly cheep. The best place to go is the cow pen outside the gate to al'khirid and then just pay to cross the gate and tan your leather there. If your a low level use this way.

Kill A cow and take it's hide, get it tanned at a tanner around 10gp, use it with a needle with thread in your inventory.
