The Elite 4 maps have lots, but maps in the Indigo World can contain some, such as Underwater Zone. Another way is to adopt them, (@ level 15) with 35,000 IC from the adoption center. Last, you can enter public player made rooms with legendary Pokemon in them, but be warned, they're normally lv 41-50, so be ready. (I'm pretty sure you find Zapdos, Moltres, and Articuno in the Elite 4 maps, but there's probably many more than that.)
