The Gracidea Flower was given out as a special event to get Shaymin a few years ago, but now it's impossible to get it that way because the event has passed. I am not exactly sure how the event worked, but it had to do with getting Gracidea Flowers and a letter from the Professor. I also heard there is a way to get Shaymin using the "Walk Through Walls" cheat on your cheat engine, to get to Fake Sinnoh, but your game breaks easily that way, so I wouldn't recommend it.
