On route 2 before you get to Viridian Forest use cut on the tree to your right. Go up the path to the large building. Inside you will see one of the assistants from Oak's lab. Talk to him and he will give it to you.
Flash can be found after you get the HM 'Cut' from the ships captain. You go through Digletts cave and when you reach the oher end there will be two houses in the open. inside one contains one of Prof. Oaks aides. If your pokedex has at least 10 species he will give you the HM 'Flash' It is relatively useless and is only used that once in the entire game.

You get it after you beat sprout tower and face the wise leader. Choose wisely on the Pokemon you use it on as it is a TM not an hm you can use over and over. Plus you will really need it later in the game.
Go to Goldenrod City. Go to the goldenrod department store and on the 5th floor they sell tms. Look for flash there.
