Well, in the Sinnoh Pokédex, Manaphy (Number 151) is on its own. But, in the National Dex, Manaphy (Number 490 (bottom Pokémon)) has a devolution. Ta-daa! It is Phione. Manaphy is the ONLY legendary that can breed. Breed a Manaphy with say, a Ditto, and the egg will hatch to become Phione!!! Phione DOES NOT evolve into Manaphy. If you are wondering where to get Manaphy, it can be traded from The ORIGINAL (FIRST) Pokémon Ranger.

∙ 12y agoTo get a phione you must first have a manaphy. you can get one from Pokemon rangers. Then you must breed your manaphy, dittos are handy for this. Then hatch the resulting egg and voila! you have a phione. :3 Hope that helps!
