After you beat the elite four, you will move on to Kanto reigon. If you are successful, you will reach the Viridian forest. It has pikachus in there. I have had my game for a while, and found you cannot catch a wild pikachu in the johto reigon-sad- but you can catch a pikachu in the Kanto!
