Rose Medals can be found from most any Flat, Valley or Non-Player City - regardless of level.
The rates at which they're found varies both by server, and the level of the Flat, Valley or Non-Player City you're attacking.
Drop rates in newer servers, and Super Servers tend to be significantly lower than the older servers; but I've found that Level 10 Flats tend to drop them fairly often on both older and newer servers.
