You can't. Shaymin only changes form in Pokemon platinum version. You get shaymin from a special event in Platinum and then you go to floarama town and get graciea flowers and give them to shaymin

You can trade with someone who has Shaymin, but that's your only option. To get Shaymin, you need Oak's Letter or Action Replay.

In the 4th Generation (diamond, Pearl, Platinum) there is no trainer in the game that owns a Shaymin. A player can own a Shaymin if they activate the Oak's Letter event.

Shaymin can't turn into his Sky Form in Diamond and Pearl. He can only do it in Platinum version. (Comes out in the US on Mach 22) Shaymin cannot change into its sky form in Pokemon Pearl and Diamond version, but you can trade it over to Pokemon Platinum version when it comes out. When you do this go to Floaroma Town and, if Shaymin is in your party, there will be a lady with blonde hair who will give you a special flower (key item.) Use the flower on Shaymin and it will turn into its sky form!
