Laser rifles are dropped by more than one type of enemy and are sold in some shops. The brotherhood of Steel may sell you one if your far enough in the game, also Enclave soldiers are more than likely to have one.

∙ 12y agoYou can get one from the Enclave soldiers after killing them or you can become enemies with the Brotherhood Outcasts and steal all of their armor and weapons by breaking into Fort Independence.
