HM04 - Strength can be obtained shortly after you are able to use the HM06 - Rock Smash. Make your way into Rusturf Tunnel (just off Verdanturf Town or Rustboro City) where a single man is trying to finish the tunnel project. Smash one of the rocks that is blocking his way and he will reward you with the HM04. He says he was using Strength to remove the boulders but Rock Smash is much more effective.
Note that the tunnel joins both Rustboro City and Verdanturf Town, so it can be accesed from both places.
