First go to tumbleweed ranch up north. Then head east up the mountain. You should see a burned out campfire and 3 aliens. Kill them and search the alien captain. He should have it + 160 alien power cells.
WARNING: you MUST have the wild wasteland perk for the aliens to be there. without it there will just be mercanarys. 1 of the mercenarys have a rare guass rifle.
