The Ice Missile was only implemented to replace the signature Ice Beam in Metroid Fusion (Where it was not compatible with Samus' metroid DNA) and Metroid Prime 3 (Where the Plasma Beam and the Ice Beam would not have worked well with each other in the beam stacking system) and the Diffusion Missile had nothing to do with the Diffusion Beam (Although they did have similar functions).
