Well, you need to be a secret agent, and you can be one by passing a test. To get to the test, click on the upper-right icon on the Club Penguin screen. Then, you go to the Agent HQ and click on The F.I.S.H Book. Inside it there are a few things for sale. The camera should be one of them. Keep in mind you have to be a member to buy the camera.
You can only get the camera in catalogs. Currently, it is not in a catalog. It will either be in the gift shop catalog, the stage catalog (when Squidzoid vs. Shadow Guy and Gamma Gal is there), or the unlock catalog.
