If you have a Torchic in Sapphire who has yet to evolve then it must be a pretty high level; however, when I played I used a water or ground type Pokemon. Don't use grass! Any water Pokemon can defeat Flannery, but you can also use ground or rock type Pokemon. I don't think Torchic, being only a Fire Pokemon, will have much damage against Flannery's Slugma, Camerupt, Torkoal, and Numel.
