You can buy equips that are over lvl 30 for warriors in Perion and im pretty sure there are no quests that gives u equips all the way up to 120

You have to do quest to wield some weapons. Idk what your attack is but you should have it at level 60+ by Level 70. So in that case you would need to start getting Dragon Weapons and you have to complete the quest that Runescape shows you to get those weapons.
