Find Mr. Mime outside of the cafe in Treasure Town and talk to him. He will tell you about Scizor not returning from an expedition to Blizzard Island. After it will automatically show you the area.

First you goto Mr. Mime who is located near the Kecleon Shop. He'll tell you about Scizor and how he went to Blizzard Island, and how he disappeared. Then you'll be able to go. In Blizzard Island, there are 3 destinations: Blizzard Island, Crevice Cave, and Deep Crevice Cave. At the end there will be Scizor, frozen in ice by a Frosslass. You'll have to defeat her. Then after rescuing Scizor, he gives you the Secret Rank.
