In order to get the tri-pass in Pokemon fire red version you must beat the seventh gym (Blaine's) on Cinnibar Island. Once you beat Blaine and receive the Volcano Badge, exit the gym. You will be spotted by an old friend- Bill! He will tell you he is going to one island to meet up with his friend Celio and wants you to go with him. Say yes and once there, go to the fancy looking Pokemon center. Bill will ask you to do him a favor and Celio will then give you a tri-pass! Later you can have it upgraded into a rainbow pass when you beat the Elite Four and get the National DEx. You get the national DEx by defeating the Elite Four and catching at least 60 Pokemon.
