You can post it in the Community Forum in Malfunction Discussion. If you are a Supervisor, post it in the Supervisors' Forum in Bug Reports.
No, it is not easy. There are only a few Bug Catchers on WikiAnswers, as it requires frequent and quality bug reports.

Bug reports are user reports of various bugs, or glitches, in the WikiAnswers software, website, processes, tools, functions, or displays. Some folks actively search for bugs to report, while others just happened by chance. Details of the encountered bug(s) are emailed to a WikiAnswers supervisor or posted on the Bug Reports in the Supervisor's forum which are in turn reported to the development team of WikiAnswers to be recreated, investigated, and fixed.

You should delete a discussion post on WikiAnswers when there is inappropriate information or spam within it.
The WikiAnswers website works most of the time, if it doesn't work you can report the bug on the forums.

As of January 29, 2009, the latest update for WikiAnswers was done on the Jan. 12, 2009. The WikiAnswers website is updated regularly with new features and bug fixes.
