You can use any kind of saddle providing the tree fits the horse's back comfortably.
Since most western saddles are heavier than most English saddles, a horse could probably run faster with an English saddle, specifically a racing saddle. However, if the rider's weight combined with the saddle is more than the western saddle and the rider's weight then the horse could run faster with the lesser weight.
To tack up a horse english style (if this is what you mean?) first (after you brush them off) you put on the square pad. Then, you put on the white pad (sometimes called a fluffy pad) then, the saddle. Then you put on the girth and then the bridle and your all done :)
