No there is no way to get your wii points back after you've bought something. If you're worried about buying something from wiiware that you are not sure is worth the points then read some reviews. If you do delete a game than you can downlload it again for free.
Wii points codes are points which allow you to download online content on the system. There are various games which can be downloaded as well as expansion content of certain games.
They are required to download games on your Wii and they are bought with real money. This downloading is done in the Wii Shop Channel

There are special cards for sale in stores... They have codes on them and if you enter those in the Wii Shop Channel, you get 1000 to 5000 points. I must warn you, however, because you cant get more than 10000 points stored on your Wii.

A lot of the games are games from the 80's and 90's... Like I bought Super Mario Bros. 3, Ninja Gaiden, and Galiga... But that was about 2 years ago and I haven't bought anything with wii points since then....
When you're on the main screen of the shop channel, click "add wii points" you can either use a credit card to buy them. Or use the code from a store bought point card.
