I don't know if you mean a Portable Radio or a Car Radio. But the GTA San Andreas (Car) Radio is to press up and down when in/on a vehicle. Make sure they're the buttons (up and down), NOT the toggle stick.
If you are wanting to know all the music on the radio stations featured on GTA IV, that is a huge amount of information. Can I suggest you look at gtawiki which has all the information on the radio stations for GTA games, and the songs on the stations, plus it is a good site, bursting with information about GTA:gta.wikia.com

we made our user tracks in sanandreas which i sin the my Documents in sanAndreas user files on it user track put your track into user track folder. Now on the game go to option then audio.user tack option. scan user tacks go back and on the game change the radoi into `user track Radio`

I don't know where you can find the internet radio stations. You can call in to the local radio stations and they should have that information for you.
The GTA game was named after the US entitled stolen car crime "Grand Theft Auto", as there was a lot of carjacking going on within the game. This was eventually shortened to GTA. You can still hear the cops mention that a "grand theft auto" has taken place over the radio in the game, when a car is stolen by the protagonist in current GTA games.
