Probably because you have an Explorer's Ring. When you runecraft with an Explorer's Ring on, it "sparkles to life" and makes a few more runes for you. If you don't have one of these, I don't know why your number varies, but I do recommend that you get one. They come in handy a LOT. :D
There is no such thing as "Icon Essence" in Runescape. There is, however, Rune Essence and Pure Essence. Rune Essence is acquired by, after completing the F2P quest: Rune Mysteries, teleporting to the Essence mines and mining with either less than 30 mining or mining in a F2P world. Rune Essence is used to Runecraft Air, Mind, Water, Earth, Fire and Body runes. Pure Essence is acquired by, after completing Rune Mysteries, teleporting to the Essence mines and mining with 30 Mining and up on a P2P world. Pure Essence is used to Runecraft all runes, including the ones Rune Essence is used to Runecraft.

The spell Ice Blitz requires three Water Runes, two Blood Runes, and two Death Runes.
The best way, if your a member is to craft them yourself. You could always buy them from shops or other players, finally many monsters drop them. in the wilderness there is a place where runes drop. it's called darrk warriors fortress. they drop there(water, fire, air, earth...) be careful for warriors(level 9).
