The local junkyard is the best place for parts. You might want to get a new one and find out why you need a new one in the first place.

If it needs to be replaced that may be a signs of a much larger problem.

You find a pulley in what which I would call a weight training machine. I'm sure you have seen it if I had a picture it is a bow with a rope attached at top. As you pull down with force it comes down, causing which to be a pulley.
