Either someone has used a belt dressing that left a residue on the pulley or there is a bearing oil seal leaking in the vicinity of the pulley. A few more details of the pulley's environment would be helpful.
You have to remove the timing belt and the crankshaft pulley if you want to get access to the oil pump. The oil pump itself is just behind the crankshaft pulley.
I would check front crankshaft seal or timing cover gasket. The Crank pulley might be "throwing" oil on to the belts and Alternator.

The timing chain cover IS the oil pump. You need to remove the dampener pulley (that's the pulley that drives the serpentine belt) then you can remove the timing chain cover/oil pump.
