Well, the Cat Construction Job sort of tells you where to start it, and that is on Cat Isle To be more precise, to start the quest, you go to the little thingy in the town of Cat Isle where you do the construction jobs and get paid. You know, where you fit the blocks into the grid while being timed. Anyway, once you get there, you can't do the usual minigame, instead, you can talk to the cat with the hard hat on. ^^ Once you click, talk, you can start the quest. I hope this helped!
