Well, Panam really isn't a real place in North Anerica. And the Hunger Games don't exist. Katniss, Peeta, Gale, Prim, Cato, Effie, Clove, Thresh, Cinna, Venia, Glimmer, Foxface, Marvel, Gloss, Haymitch, and many more are only make believe characters that Suzanne Collins brought to life threw the book "The Hunger Games!" The point of The Hunger Games is to put on a show for the audience and the Capitol. If the tributes are doing nothing but hiding, it makes for very poor entertainment. The Capitol wants them to fight as much as possible, not hide from one another.
The Hunger Games started with the picking of the tributes for the Games. Katniss' sister is picked but Katness goes in her place.
