Catholic AnswerThe Bible doesn't institute anything, the Bible was written by the Apostles the generation after Our Blessed Lord ascended into heaven. The various books of the Bible were assembled by the Church, that Our Blessed Lord instituted to continue His Ministry, in the following four centuries, and was only definitely drawn together in one book at the end of that time.

.

Confirmation, along with the other sacraments was instituted directly by Our Blessed Lord while He was on earth. The Bible talks about this in several places, the sacrament of Confirmation is the fulfillment of Christ's will, imparted to the newly baptized by the laying on of hands the gift of the Spirit that completes Baptism. This laying on of hands to transmit the gift of the Holy Spirit to the newly baptized is confirmation. (Acts 8:17)
