It depends on how you are defining the word 'produces'. If you are talking about how much fresh water is pumped and used by humans, I don't know the answer. But, if you mean how much fresh water is available in a country, I would go with Brazil, because of the Amazon River. The Amazon by itself is said to have about 20% of the world's total river flow. I read somewhere that the Amazon Basin contains about 10% of the earth's total fresh water. Since the vast majority of the Amazon Basin lies within Brazil, Brazil must contain more fresh water than any other country. But, much of that fresh water flows out into the Atlantic Ocean and is not used by humans.
