Where a Cardinal resides depends entirely on what his job is and where he lives. A Curial Cardinal usually lives in Rome, a Cardinal who is archbishop of a diocese would reside in the Archbishop's house, etc. Some religious are named Cardinals, and if they are still priests in their Order, then they would be residing in their convent or monastery.
The Cardinal Electors live in the Domus Sanctae Marthae, the St. Martha's Residence, within Vatican City. They are transported to the Sistine Chapel of the Apostolic Palace for the voting sessions. All other individuals are lodged in appropriate quarters within Vatican City.
All over the world, most of the Cardinals of the Catholic Church are Bishops or Archbishops. If they have a diocese (or Archdiocese) then they live in the Bishop's residence for that diocese - which would be, usually, in the largest city in their diocese - wherever that is in the world. Cardinals that work in the Vatican, usually have an apartment in Rome.
