The scripture doesn't sound familiar.

The closest one might be: "Thus saith the Lord; A voice was heard in Ramah, lamentation, and bitter weeping; Rahel [Rachel] weeping for her children refused to be comforted for her children, because they were not. Thus saith the Lord; Refrain thy voice from weeping, and thine eyes from tears: for thy work shall be rewarded, saith the Lord; and they shall come again from the land of the enemy." (Jer.31:15-16)

This is a loaded prophecy with a number of meanings.

It's repeated in Matthew with Herod's massacre of the children [Matt.2:18].

Other prophecies refer to the children [tribes] of scattered Israel returning from the lands of their enemies [the nations of the world] to the Promised Land when Christ the Lord returns.

A more obscure meaning is found in "key" words within this prophecy.

The words "thy work shall be rewarded" triggers images of Judgment Day, again, when Christ returns.

"...behold, I come quickly; and MY REWARD IS WITH ME, to give every man according as his work shall be." (Rev.22:12)

"The land of the enemy" are words, also, that trigger images of another wonderful prophecy that shall come to pass at the end of Judgment Day:

"The LAST ENEMY that shall be destroyed is DEATH." (I Cor.15:26)

If "death" is man's "enemy" [and it is]... then the "land of the enemy" is the "GRAVE."

Then the Lord's command to the children of Israel through Jeremiah to "refrain from weeping"... is due to the prophecies of the future "resurrection from the dead" [the return of the children from the land of the enemy, the grave]... when all the graves shall empty out and men shall rise from their graves in the Judgment... to be rewarded for their life's works.

Jesus pictures this time as one of great joy [as well as one of weeping and gnashing of teeth - terrifying - to others].

"In the Last Day, that Great Day of the Feast [of Tabernacles, the Last 'eighth' Day of which pictures Judgment Day], Jesus stood and cried, saying, If any man thirst, LET HIM COME UNTO ME, and drink. He that believeth on Me, as the scripture hath said, out of his belly shall flow rivers of Living Water. (But this spake He of the Spirit, which they that believe on Him should receive..." (John 7:37-38)

So, while the exact wording of such a scripture in the above question doesn't ring a bell; surely... at that unbeliveable time [to most] of the coming Judgment, when the children of men "return from the land of the enemy," and receive the Living Water of God Almighty and have their names added to the Book of Life... many people shall be comforted, and reunited -- and many children shall return to the arms of their mothers... and fathers, and brothers, and sisters, and friends, and relatives, etc... to enter into the Family of God.

Another thought:

Children are gifts from God (Psalm 127:3) and originally God wanted the earth to be filled with perfect humans, born as children (Genesis 1:28). Because God loves his creation (Psalm. 86:15) we have the accounts at 2Kings 4:8-37 and 1Kings 17:17-24 where God's prophets , Elisha and Elijah, resurrected children to the joy of their parents. Job spoke of the surety of the resurrection and how God would have a 'longing' to bring back the work of his hands (Job 14:14, 15). Mark 5:35-42 and Luke 7:11-15 tell the accounts of the resurrection of young people during the Christian era. The resurrection of Lazarus by Jesus (John 11:1-44) , and Jesus OWN resurrection guarantees (1 Corinthians 15:21+22)the hope of the resurrection (John 5:28+29 / Daniel 12:2)(Acts 24:15 )(John 11:24) until the time when ALL tears of sorrow will be gone and death will be NO more (Revelation 21:4).
