Electricity does not 'happen' it is induced by a potential difference of electrons. But materials in which electrons may drift, and hence an electrical current can flow, must have delocalised electrons.

If electricty leaves, you can use a UPS or a generator to keep electricity going.
Switch "off" the power
After steam has been used to generate electricity in a power plant, it is condensed back into water. This condensed water is then returned to the boiler to be heated again and turned back into steam, creating a continuous cycle of generating electricity.
