We are aware that Moses struck the rock twice. One, Moses struck the rock out of anger and the other time he struck the rock to provide water. When did Moses actually speak to the rock is the question. God asked Moses to speak to rock.

As far as I know Moses struck the rock , just as god said to extract water.

Answer:Numbers 20:8 - "Take the rod; you and your brother Aaron gather the congregation together. Speak to the rock before their eyes, and it will yield its water; thus you shall bring water for them out of the rock, and give drink to the congregation and their animals." [NKJV]

God had previously directed Moses to strike a rock (Exodus 17:6), and water came forth. In Numbers 20, he was told only to speak to the rock, yet he struck it as before, saying to the people, "Hear now, you rebels! Must we bring water for you out of this rock?" (v.10) This act of disobedience and failure to properly hallow God is the reason Moses wasn't allowed to lead the people into the Promised Land (v.12).

10 And Moses and Aaron gathered the assembly together before the rock; and he said to them, "Hear now, you rebels! Must we bring water for you out of this rock?" 11 Then Moses lifted his hand and struck the rock twice with his rod; and water came out abundantly, and the congregation and their animals drank.

12 Then the Lord spoke to Moses and Aaron, "Because you did not believe Me, to hallow Me in the eyes of the children of Israel, therefore you shall not bring this assembly into the land which I have given them."

It didn't really happen like that.

Earlier (In Genesis 17:6), God tells Moses to smite a rock and provide water for the people, and he does.

Much later, after they have traveled extensively and Moses is much more spiritually mature, the people again demand water, and God says this:

"Take the rod, and gather thou the assembly together, thou, and Aaron thy brother, and speak ye unto the rock before their eyes; and it shall give forth his water, and thou shalt bring forth to them water out of the rock: so thou shalt give the congregation and their beasts drink." (Numbers 20:8)

God doesn't tell him not to smite, but he tells him to accomplish what he accomplished before a different way. He tells him to speak to the rock and that it will provide water. Instead, he smites it twice. And that's when God tells Moses and Aaron that they won't be going into the promised land, because they didn't believe him or trust him to do what he said.

The facts remained that Moses acted out of a bitter spirit and that he 'spoke rashly with his lips.' With angry words, he called attention to himself and Aaron rather than to the One who really could miraculously provide water.

Actually Moses did stray from God's pattern when he smote the rock twice in Numbers 20:11. Smiting the rock was a symbol of Jesus Christ dying on the cross. Christ only had to die once and God punished Moses for striking the rock twice. Moses was not allowed to go into the promised land. God knows everything ahead of time, I'd imagine if God knew that Moses was not going to obey him and screw up many times, God would have chosen someone else to do His will.
