All we know is that it is a small English village. Roald Dahl wanted us the think the story could have happened anywhere. He wanted the likeable child Matilda to stand out in a sea of impersonal characters with the exception of Miss Honey.
The book does not actually say when it took place but with it being about unckle sam I would say that it took place around the time unckle sam died which is in 1854.
