If you by "Julesvann" mean "Santa Claus" (in Norwegian: Julenissen, pronounced: "Youlenissen" (short "i", like in "kid")), the Norwegian Julenissen (presumably living at the North Poke), brings gifts to all children. The children get their Christmas presents on December 24th, in the evening. It is usually Christmas wish. Usually, the kids wish for one thing, whereas the presents turn out to be slightly more sensible, like warm clothing... :-). Grown-ups get presents as well, all though usually not quite as many as the children get.
