the ignition actuator is broken, you can turn off the "battery power" by the the ignition actuator rod that leads to the ignition switch, it runs along the top of the steering column under the dash, locate it and pull it towards the steering wheel, this should shut off the power. or you can unhook you battery, but either way you will have to replace the actuator.

If you mean the ignition switch- it is located on the steering column under the dash, you can remove the bolts holding the steering column in place and lower it. the switch is on top of the column and easy to get to with it lowered. unplug switch remove nuts, make note of where the actuator rod goes, it must fit into the switch at the proper location, if you haven't moved the lock cylinder you should be fine. after putting rod into little groove in the switch put it back onto column and tighten nuts. reattach plug and secure steering column. it would be good to get a repair manual from NAPA or another store it helps.

Move the switch up or down along the column to locate the mid-position of the actuator rod lash, then tighten the retaining nuts to 47-64 inch. Lbs. (5-7 Nm). 9. Raise the steering column into position at instrument panel. Install steering column shroud. 10. Connect the negative battery cable. 11. Remove the locking pin, connect the battery cable, and verified that the engine will only crank in PARK and NEUTRAL. Also check to make certain the start circuit cannot be actuated in the DRIVE and REVERSE positions. .
