If you go there, Tornadus (Black version) or Thundurus (White version) will be there. The Pokemon will record in your Pokedex, then start wandering around Unova. To catch it you will have to track it down using your map (I think...) and follow it. It will run at the start of the battle if you encounter it, so use a move such as Mean Look to stop it from getting away.
