That would be just a plant or shrub. There are no plants that I can think of right now that fit your description, but no offense, I don't think there is a plant with seeds without fruit. Oh and fruit is the actual product. The MEAT is what is in the fruit. FYI: A tomato is a fruit!(more on MEAT: the white/ yellow part of an apple, that is the meat.
