Rain is from the water cycle. The water cycle is a process of making it rain. When water gets evaporated, it turns into water vapor. Condensation takes over and makes the vapor into water again. After the water is too heavy for the clouds to hold onto, it lets go and that is how it rains.
Rain water is collected in dams, some people have concrete pools for their farms and also collect the rain water in this to go through traditional irrigation systems throughout their plantations.

because some clouds dont have enough rain or water in them to let go so there has to be a certin amount of water in the cloud for them to rain,snow or any other things. ;)
We can make good use of rain water by storing rain water and by rain harvesting.
Same reason why you don't drown in rain. The water doesnt go inside you and if there was a flood it could drown
