Yom Kippur takes place in time, not in any particular place. Historically, before the year 70 when the Romans destroyed the Temple in Jerusalem, the Yom Kippur sacrifice took place in the Temple. But even then, Jews who were not in Jerusalem were expected to observe Yom Kippur wherever they happened to be.
