I am not an expert on this sort of matter, but I can say from my experience in the Military and time spent around law enforcement, that this is definitely a problem within the US. Supplies get lost or stolen each and every day. Mostly while supplies are being shipped/transported. As far as medical supplies go I cant really say, but I know that their methods of transporting supplies are no more secure than law enforcement so you get the idea.
