This question is extremely vague and I'm not sure if its really appropriate to address it from an occult angle, or if a socilogical angle would be better suited. Essentially, the abuse of power seems to come from an inate animal drive to do what we can get away with, stemming from the biologic drive for survival. Not everyone is guilty of this, but there definitely seems to be a corollary beween the amount of power one has and their tendency to "go too far" hence the famous quote (I'm not sure of the author): Absolute power corrupts absolutely.
