The Bible doesn't specifically say that all creatures have souls. The Bible says man is in dominion (has rule over) all animals. The subject of having souls or being able to go to Heaven is highly debated. A possible argument that animals have souls is in the following verse.

The Hebrew word 'nephesh' is most commonly translated 'breath of life, mortal creature' and comes into the English translations in several forms with the most common as soul or creature. Reading the verses above from Ecclesiastes shows that we humans have no advantage then over the animal kingdom.
However, there is a Spirit in mankind which does give us a tremendous advantage over the animals. This 'essence' is there in order to bond with the Spirit of God - a begettal if you will - when we become His sons and daughters. Just like Jesus did and became the first of the firstborn of God:
