The Bible declares "God is a Spirit" ; this being so God is to be thought of as being a Spirit and not havinga spirit. At times the Bible when referring to God uses terminology as "God and his Spirit" or "Lord and His Spirit" when ascribing direct words from God to the prophets to whom he is speaking. This is done so to emphasize to the fullest the source and force of the declaration; For example in modern speech when speaking of our self we may say "Me, my own self i decided to do it". So the Lord is saying I; of myself have decreed this to be.
There are several places in the Bible where the terminology "spirits of God" are used in the books Isaiah chapter 11 and Revelation Chapters 1, 3, 4 and 5. In Isaiah it would be to describe various attributes of God's own Spirit; as attributes ascribed to an apple are round; sweet; firm etc. In Revelation the phrase refers to attributes or is used to symbolically represent elders (church leaders, pastor, reverend etc.) or angels.
