"You may plant your land for six years and gather its crops. But during the seventh year, you must leave it alone and withdraw from it. The needy among you will then be able to eat just as you do, and whatever is left over can be eaten by wild animals. This also applies to your vineyard and your olive grove."
For six years you may plant your fields, prune your vineyards, and harvest your crops, but the seventh year is a sabbath of sabbaths for the land. It is God's sabbath during which you may not plant your fields, nor prune your vineyards. Do not harvest crops that grow on their own and do not gather the grapes on your unpruned vines, since it is a year of rest for the land. [What grows while] the land is resting may be eaten by you, by your male and female slaves, and by the employees and resident hands who live with you. All the crops shall be eaten by the domestic and wild animals that are in your land." (Leviticus 25:1-7)
After the farm failed, the land laid fallow for years.
This is talking about food production. Seven good years, ie years of plenty and seven bad years ie years of famine.
The fields, denuded of all vegetation, were allowed to lie fallow for some years.
The seven fat cows referred to seven years of abundant harvest and the seven lean cows referred to seven years of famine.

I've read my Bible through and never found a story about a person that slept for seven years straight.
Every seven years? ?
I don't think there is anything about a release letter in the Bible; however in Deuteronomy 15:1-11 it is written that after the end of every seven years, Moses commands the creditor to release his debtor from his debt. One could suppose that a letter would accompany his promise of release. At this time, also after every seven years, the Hebrews that are in bondage as slaves to their brethren, are also commanded to be released. (Deut.15.12-15).
You are asking in a strangely awkward way about crop rotation. In crop rotation, every field was left uncultivated, or fallow, every few years in order to replenish its nutrients.
The French presidential elections take place every five years, reduced from every seven years following a referendum in 2000.
