Deuteronomy 14 3-14 states that the swan is an unclean meat and also states that all web footed animals are unclean.

People can and do eat anything.
But The Bible doesn't say you "CAN'T." For the health and well-being of the human body, it says they are "unclean" [unfit; unhealthy for human consumption]. Therefore, the Bible edifies man [created in God's image] that he "SHOULDN'T."
