It would be in the Old Testament, Leviticus 19:28 where it says:

Ye shall not make any cuttings in your flesh for the dead, nor print any marks upon you: I am the LORD.

It doesn't specifically say 'tatoo', but that's what it means.

Quite honestly, I am an Agnostic who borders on Agnostic Atheism most of the time, but I do know about this certain area. The New Testament says nothing to the effect about tattoos or body piercings, but in the Old Testament there is that passage

"You shall not make any cuts in your body for the dead nor make any tattoo marks on yourselves: I am the LORD."Leviticus 19:26-31.

Now since this gained so much fervor in the religious world, there have been people who've delved deeper than the text at face value. The whole passage, which is never read by those who art religious is;

26 'You shall not eat anything with the blood, nor practice divination or soothsaying. 27 You shall not round off the side-growth of your heads nor harm the edges of your beard. 28 'You shall not make any cuts in your body for the dead nor make any tattoo marks on yourselves: I am the LORD. 29 'Do not profane your daughter by making her a harlot, so that the land will not fall to harlotry and the land become full of lewdness. 30 'You shall keep My sabbaths and revere My sanctuary; I am the LORD. 31'Do not turn to mediums or spiritists; do not seek them out to be defiled by them. I am the LORD your God. Leviticus 19:26--31

What this was more succinctly trying to deter against was the early barbaric and cult like practices of blood letting and things of the sort in times of morning in the name of lesser or "heathen" gods, and not the actual practice of receiving a decoration upon the skin as most people do. But like I said, I'm not religious, nor am I a theology scholar.
